This coin was not discussed by Hartill in GCC. It appears to be a faithful copy of Hartill's CCC #22.338. It has the heavy characters and wide rims found in some Bangka copies of Qing issues (e.g GCC #3.499). See also GCC #3.113, but note different style and metal.
